The UN has recently added a section on Security to it's model transport regulations, most of which have been accepted into ADR and RID for Road and Rail, becoming mandatory in the UK on 1st July 2005.
Essentially, any carriage of goods in the following Classes; 1 (1.1, 1.2, 1.3 & 1.5), 2, 3, 4.1, 4.2, 4.3, 5.1, 6.1, 6.2, 7 or 8 may need to meet the new security provisions (the exact criteria are shown in the table below). If you are unsure of what goods these are, click HERE for information regarding hazard classes. However, the crew of any vehicle carrying any Dangerous Goods must have photographic ID with them.
A brief guide to the code as it effects each mode of dangerous goods transport is given below: Aviation: The Civil Aviation Organisation (ICAO) has already agreed to adopt the proposals completely. However as aviation security is already high, little change should be noticed. Remember, at RoadSafe we can arrange Levels 1-4 in aviation security. Maritime: The International Maritime Organisation (IMO) has a new comprehensive security regime for international shipping. The mandatory security measures, adopted in December 2002, include a number of amendments to the 1974 Safety Of Life At Sea convention (SOLAS), the most far reaching of which enshrines the new International Ship and Port Facility Security code (ISPS). The ISPS code contains detailed security requirements for Governments, port authorities and shipping companies in a mandatory section (Part A), and a series of guidelines on how to achieve these requirements in a non-mandatory section (Part B). Road & Rail: Rail security matters are already applied by the National Railways Security Program, however no such formal regulation exists for road transport.
