What is a Dangerous Goods security plan?
A Dangerous Goods Transport Security Plan is a written set of measures designed to prevent High-Consequence Dangerous Goods from being stolen, misused, sabotaged, or used to cause harm, specifically by being used as a weapon during a terrorist event.
It identifies the security risks associated with the goods and sets out practical controls for managing them. Depending on the operation, this can include:
- Who is responsible for security and how staff are trained
- How Dangerous Goods are identified, documented, and tracked
- Measures to prevent unauthorised access to vehicles, premises, information, and loading areas
- Procedures for checking drivers, contractors, and other people involved in the transport chain
- What to do if there is a suspected theft, loss, security breach, or other incident
- How the plan is reviewed, tested, and kept up to date
Security plans are particularly relevant where the quantity or type of material presents a higher potential security risk. The exact legal requirements vary by transport mode and jurisdiction, so organisations should check the rules that apply to their operation.
In short, the aim is simple: ensure Dangerous Goods are handled and transported only by authorised people, through controlled processes, with clear action ready if something goes wrong.
